Birth certificates and gender markers

Gender marker = the male/female on driver's license

-Usually requires at least a letter from a psychiatrist or accepted counselor.
-Can be changed for 'therapeutic' purposes.
-Does not hold any legal sway.

Birth certificate = gender assigned at birth.

-Legal gender can be changed, but usually at more expense and with more difficulty than than the gender marker
-Can require certain new responsibilities, such as having to sign up for the draft.  (But no worries, because they won't take trans people.)
